  19.      An overrun count is the number of timer expiration notifications which
  20.      were not delivered to the process due to an already pending signal from
  21.      _t_i_m_e_r_i_d.  This overrun condition may occur because a given posix timer
  22.      can only queue one signal to the process at any point in time.

  24.      If the returned overrun count is positive, then the count represents the
  25.      number of timer overruns up to, but not including {_DDDD_EEEE_LLLL_AAAA_YYYY_TTTT_IIII_MMMM_EEEE_RRRR______MMMM_AAAA_XXXX} [see
  26.      _ssss_yyyy_ssss_cccc_oooo_nnnn_ffff(3C)].

  28.      If the returned overrun count is zero, then no timer expiration overruns
  29.      have occurred between the last expiration notification and the time of
  30.      the call to _tttt_iiii_mmmm_eeee_rrrr______gggg_eeee_tttt_oooo_vvvv_eeee_rrrr_rrrr_uuuu_nnnn.

  32.      _tttt_iiii_mmmm_eeee_rrrr______gggg_eeee_tttt_oooo_vvvv_eeee_rrrr_rrrr_uuuu_nnnn will fail if the following is true:
